Volodymyr Svyryda is a UK-based entrepreneur and civil society leader, currently serving as Chair of the Board of Trustees at the Infrastructure Restoration Charitable Foundation (IRCF), a UK-registered non-profit focused on delivering humanitarian and social aid to conflict-affected communities — primarily in Ukraine.

With over 30 years of professional experience across the private, non-profit, and public sectors, Volodymyr has led humanitarian initiatives across Ukraine aimed at infrastructure recovery, public health, and community resilience. He has served in various roles within the Ministry of Health of Ukraine, the National Commission for the State Regulation of Electronic Communications, Radiofrequency Spectrum and Postal Services, and the Ministry of Defence of Ukraine.

In Ukraine, he is also the head of the civil organisation Ukrainian Democratic Union and the founder of industrial enterprises operating in the fields of chemical production, medical technologies, and the energy sector.

Under his leadership, IRCF has signed numerous cooperation agreements with local authorities across Ukraine to implement vital recovery and community support initiatives. He also spearheaded the launch of LMS Charity, a digital learning platform offering free humanitarian training courses in demining, volunteering, and project management.

Volodymyr’s strategic focus, commitment to transparency, and field-based leadership are key to IRCF’s mission to provide accountable, scalable, and long-term aid solutions in crisis and post-crisis environments.
