We’re not tired of fighting — but we do need help to live.

These words from a resident of Chernihiv region reflect the reality of millions of Ukrainians — and the reason Infrastructure Restoration Charitable Foundation (IRCF) continues its mission.

In May 2025, IRCF signed memoranda of cooperation with 38 municipalities across Ukraine. These agreements are more than formalities — they represent commitment, shared responsibility, and hope.

A Network of Partnership: Who We Work With

As part of a nationwide expansion strategy, IRCF has formalized cooperation with communities from seven key regions of Ukraine:

  • Kyiv region – 6 municipalities

  • Chernihiv region – 8 municipalities

  • Dnipropetrovsk region – 12 municipalities

  • Sumy region – 1 municipality

  • Kharkiv region – 1 municipality

  • Poltava region – 1 municipality

  • Mykolaiv region – 1 municipality

Together, these communities represent over 1.2 million people, many of whom live near the frontline, have lost infrastructure, or host internally displaced families.

What the Memoranda Really Mean: Practical Impact

Each signed agreement translates into a concrete action plan:

  • Humanitarian assistance: delivery of food, hygiene kits, medicines, warm clothing

  • Social projects: restoration of schools, local clinics, water access, safe spaces

  • Digital coordination: all partner communities gain access to ClearAid, IRCF’s transparency and project-tracking platform

This is not one-time aid — it’s a sustained operational collaboration, backed by proven processes and global best practices.

“For our municipality, it means one thing: we are no longer alone,” said the head of a local council in Kyiv region.
“For the first time in two years, someone is standing beside us — with action, not words.”

Why Now? Why Urgently?

In 2025, Ukraine is not just surviving — it is rebuilding. But that recovery cannot continue without support.

IRCF does not transfer cash to communities. Instead, it purchases, delivers, and coordinates everything: materials, logistics, contractors. Payments are only made for verified work or deliveries — minimizing fraud, maximizing impact.

But to maintain this system — donor support is critical.
